I disagree. Ronald Reagan, as well as generals Patton, MacArthur and Chesty Puller were all men of strong conviction. Patton and MacArthur were also men of passionate intensity as well as conviction.
Maybe Yeats is talking about their side. I think their best and brightest lack all conviction (Bill Clinton?) and their thugs are full of passionate intensity (antifa?). But with poets you can never be sure what they mean.
