Codevilla cites chapter and verse of the Intelligence Law (theComint Statute) that should guarantee that both these men (former CIA director John Brennan and former Director of National Intelligence James Clapper) be prosecuted and jailed for what they have revealed to the press. His conclusion from the fact that they haven’t is that the Deep State consists of the elite of both parties and their loyalty to each other as a class trumps any consideration of legality.

Back in the day when I worked with intelligence, talk like that could have gotten you shot. You’d be sent on a mission with very, very, low probability of survival.
My take away is if we are going to reform these agencies we’re going to have fire all of the top management and put in people who don’t all play golf together at the country club. Someone needs to build up a database on how these people are all connected and use that as a basis for getting rid of them. And anyone named Bush doesn’t even have to be vetted. Just toss him out on general principles.
