In his LENSMAN Space Opera, “Doc” Smith had his Eddorian villains realize that after Piracy, politics, and even military confrontation had failed, the key to destroying Civilization was Vice: To quote the All Highest of Eddore “Narcotics, perversion, corruption—AHHHHH!”
I always love Doc Smith’s imagination. He starts with two galaxies passing through each other to form millions of solar systems and then takes it from there.
