Liberate implies to escape control so I’m not quite sure what he meant by that.
It is a translation from the German so maybe it’s a poor translation. If I were to guess let us take as an example the idea of democracy freeing peasants from the established condition of feudalism. It can open up the mind to new found freedom but unless self control exists you end up with the French Revolution and The Terror.
